Fokal Certified Candidates:
• Accept campaign contributions exclusively from individual citizens.
• Do not accept contributions from corporations, PACs, business entities, unions, or organized special interest groups.
• Maintain full transparency in their fundraising and financial disclosures.
• Maintain direct accountability to constituents through the Fokal App.

Fokal Certification Policy
Purpose
Fokal Certification recognizes candidates and elected officials who commit to transparency, accountability, and independence from special interests. Fokal Certification is a voluntary, nonpartisan program that allows voters to quickly identify candidates who prioritize the public’s will over corporate or political influence.
Eligibility

Open to any candidate running for public office.

Participation is voluntary.

Candidates must agree and adhere to this Fokal Certification Policy, and the Fokal Certification Pledge prior to application.
Certification Standards
1. Funding Independence

Candidates must not accept contributions from corporations, PACs, unions, business entities, advocacy organizations, or other organized special-interest groups.

Campaign funding must come solely from individual, private citizens acting in their personal capacity, within applicable legal limits.

If any contribution is received from an ineligible donor or a source with potential ethical conflicts, the candidate must:

Return the contribution to the donor or the appropriate campaign authority within 14 days of discovery;

Disclose the contribution and refund to Fokal within the same 14-day period; and
-
Provide proof of refund to Fokal team for verification.

Failure to disclose or return disallowed funds within this timeframe constitutes a violation of Fokal Certification Standards and may result in immediate suspension or revocation of certification.
2. Financial Transparency

Candidates must disclose all contributions from individuals accumulating $500 or more.

Required disclosure includes:

Donor name
-
Donor address
-
Donor occupation & employer
-
Donation amount
-
Date received
-
Verification via public campaign finance filings or candidate-provided documentation

Disclosures must be updated regularly, in alignment with public filing deadlines.
3. Accountability & Engagement

Candidates must actively use the Fokal App to communicate with constituents throughout their campaign and, if elected, during their term.

Use of the Fokal App is a required condition for certification and ongoing eligibility.
-
Candidates must:
-
Maintain an active, verified profile within the Fokal App.
-
Post public updates or respond to voter inquiries at least once each week.
-

Inactivity or failure to engage through the Fokal App for more than 30 consecutive days may result in suspension or revocation of certification.

Candidates may not substitute the Fokal App requirement with other platforms, websites, or social media accounts unless expressly approved by Fokal USA.
Verification Process

Candidate applies for Fokal Certification and pays the applicable administrative fee.

Through a consistent monitoring process using publicly available data, Fokal staff verifies:
-
No disallowed contributions were received.
-
All required donations are disclosed and, if applicable, refunded per the 14-day rule.

Candidate is actively engaging with constituents through the Fokal App.
-

Certification is awarded when all standards are met.
-
Verification records (filings, disclosures, refund confirmations) are logged for audit integrity.
Maintenance, Revocation, and Reapplication

Fokal Certification may be suspended or revoked if a candidate:
-
Accepts disallowed contributions (corporate, PAC, or special interest money).
-
Fails to disclose donations over $500.
-
Ceases transparent engagement through the Fokal App.
-
Submits false or misleading documentation.
-

Revocation is permanent. Any candidate whose certification is revoked for a verified violation is ineligible to reapply for Fokal Certification in the future.

Revocation and the reasons for it will be publicly recorded and displayed.

Candidates may appeal revocation within 14 days by submitting corrective documentation for review.

Certification may be reinstated only if the violation is proven to be unintentional or administrative in nature.

Fokal Certification is valid for one year from the date of issuance.

Certification will automatically renew each year unless:

The candidate has had their certification for violations of the Fokal Standards (permanent ineligibility still applies).

The candidate of renewal in writing before the renewal date.

Annual renewal includes:
-
Verification of ongoing engagement through the Fokal App.
-
Confirmation that funding disclosures remain current and compliant.
-
Payment of the (tiered by level of office).
-
Failure to maintain compliance (e.g., missing disclosures, ineligible contributions, or inactivity on the Fokal App) may result in suspension or revocation, even after auto-renewal.
